I believe the word you seek is “saddling.” “Straddling” makes no sense in this context, and since you’re regurgitating a common phrase, you might as well get it right. Also, “grandchildren” doesn’t require a hyphen when it’s not “straddling” (ahem) two lines of text. However, “700-billion-dollar” is a modifier of the word that follows, so it *does* need hyphens.
